Both editions are licensed per physical core, and the same two rules always apply: you must license every physical core in the server, and you must license a minimum of 16 cores per server (and at least 8 cores per processor). Licenses are usually sold in 2-core or 16-core packs. On top of the server license, every user or device that connects needs a Client Access License (CAL).
Feature-wise the two editions are nearly the same in 2022. The real distinction is how many virtual instances (VMs) each license grants once all physical cores are covered:
