SQL Server 2022 licensing – Core vs. CAL (2026)

SQL Server 2022 Standard can be licensed in two completely different ways, and choosing the wrong one can double your bill. The per-core model scales with hardware and suits many or unknown users; the Server+CAL model suits a small, countable number of users. Here is how to decide.

The two licensing models

Per CoreServer + CAL
You licenseEvery core the SQL instance usesOne Server license + a CAL per user/device
Core minimum4 cores per instance (2-core packs)n/a
Best forMany or unknown users, web/public accessFew, countable internal users
Available onStandard & EnterpriseStandard only (Enterprise is core-only)

When per-core wins

Per-core licensing makes sense when you cannot easily count the users — for example a public website, a customer-facing app, or any scenario with many or fluctuating users. You license all the physical cores the SQL instance uses, with a minimum of 4 cores per instance, sold in 2-core packs. User count then becomes irrelevant.

When Server+CAL wins

Server+CAL is cheaper when you have a small, known number of internal users or devices. You buy one Server license for the machine running SQL Server, plus one CAL for each user or device that accesses it. If you have, say, 15 internal staff hitting an internal database, Server+CAL is usually far cheaper than licensing all the cores.

A simple rule of thumb

  • Public, web-facing, or many/unknown users → per Core.
  • Small, countable, internal user base → Server + CAL.
  • Need Enterprise features → per Core only (no Server+CAL option).

The bottom line

If you can count your users and they are internal, Server+CAL almost always wins on price. If users are many, unknown, or public-facing, per-core is the safe and often cheaper route — and it is your only option on Enterprise. Match the model to your workload before you buy and you will avoid paying twice.

Frequently asked questions

What are the two ways to license SQL Server 2022?

Per Core (you license every core the SQL instance uses, minimum 4 cores per instance) or Server+CAL (one Server license plus a CAL for each accessing user or device). Server+CAL is only available on the Standard edition.

Which SQL Server licensing model is cheaper?

Server+CAL is usually cheaper for a small, countable number of internal users. Per-core is better — and often cheaper — when you have many, fluctuating, or public-facing users you cannot easily count.

Is the Server+CAL model available on SQL Server Enterprise?

No. SQL Server Enterprise is licensed exclusively per core. The Server+CAL option exists only on the Standard edition.

What is the core minimum for SQL Server per-core licensing?

A minimum of 4 cores per SQL Server instance, with licenses sold in 2-core packs. You must license all the cores the instance uses, even if the server has more.

Can I order from Austria or Switzerland too?

Yes. KeyVano delivers software licenses to Germany, Austria and Switzerland. Delivery is instant by email everywhere, prices are the same for all countries, and the license keys work worldwide without regional locks.
